Paypal have been experiencing an issue in relation to their shopping cart fee. This fee is used to apply a minimum shipping fee for the cart and is used by many stores. As a consequence, the fee is not applied to the cart resulting in a loss to the site owner. If you are using the handling_cart fee for your online store, please contact PayPal support as soon as possible. A fix is expected for early June.
